Tags a named person. Renders inline as a small badge linking to their notice record. Auto-categorises the page into the notice queue.
Required parameters:
- name — full name as it appears on the page
- role — short description of who they are
- context — what they are being named for on this page
- notice-ref — the unique notice queue reference (NQ-YYYY-NNN)
The notice-ref must already exist as a page in the Notice: namespace. If it does not, the page is auto-categorised into and publication is blocked.
